After spending a year as a plant engineer for the Colgate-Palmolive Company, Bill Allan began his telecommunications career with New York Telephone in 1978.  He worked as an engineer and a supervising engineer in the Network Engineering Department.  In 1980, he was appointed Staff Manager in the Transmission Engineering Division where he supervised central office transmission quality surveys.  In 1983, he was assigned to the NYNEX Technical Planning Department where he was responsible for developing the specifications for interconnection with long distance carriers.
