Our commitment extends beyond telecommunications.  We wholeheartedly support endeavors that improve the quality of life in neighborhoods across the State of Pennsylvania. Verizon Pennsylvania offers four programs to help our low-income residential customers get or keep their telephone service: Lifeline Service, Lifeline 135 Service, UTAP Program and Link Up America. If you have a low income and do not have phone service or may lose your phone service, you may qualify for these programs.

 Lifeline Service (Monthly Service)
 Q   What is Lifeline Service?
 A  This program is for qualified low-income individuals. If you qualify, this program can provide you with a credit of $11.41* on your monthly telephone bill for one telephone line.
* This credit can change.
 
 Q   How do I get Lifeline Service?
 A 

You can get Lifeline Service if :

  • No one claims you as a dependent on their Federal Income Tax, unless you are 60 or older

AND You are in one of these programs:

  • General Assistance (GA)
  • Supplemental Security Income (SSI)
  • Temporary Assistance for Needy Families (TANF)

 OR Your yearly income is at or below 100% of the Federal Poverty Guidelines.

 

 Q   With Lifeline, what phone services can I have?
 A 

 You can have:

  • One Touch-Tone phone line with either Local Area
  • Standard Usage Option or Local Area Unlimited Usage
  • Lifeline Toll Restriction at no charge option
  • Call Trace is allowed at the current charge
  • Caller ID Blocking - Number Only per call blocking or Line Blocking
  • Reduced Installation charges

You cannot have: 

  •  Optional Services such as Call Waiting, Home Voice Mail, Caller ID, etc.

Lifeline 135 (Monthly Service)
 Q  What is Lifeline 135 Service?
 A  This program is for qualified low-income individuals. If you qualify, this program can provide you with a credit of $7.66* on your monthly telephone bill for one telephone line.
* This credit can change.
 Q  How do I get Lifeline 135?
 A  You can get Lifeline 135 if:
  • No one claims you as a dependent on their Federal Income Tax, unless you are 60 or older

AND you are in one of these programs:

  • General Assistance (GA)
  • Supplemental Security Income (SSI)
  • Temporary Assistance for Needy Families (TANF)
  • Food Stamps
  • Low Income Home Energy Assistance Program (LIHEAP)
  • Medicaid
  • Federal Public Housing Assistance 
  • State Blind Pension 
  • National School Free Lunch Program
                 

OR if your yearly household income is at or below 135% of the Federal Poverty Guidelines.

 Q  With Lifeline 135, what phone services can I have?
 A 

You can have one Touch-Tone phone line with either:

  • Local Area Standard Usage Option
  • Local Area Unlimited Usage Option
  • Lifeline Toll Restriction at no charge
  • Optional Services such as Call Waiting, Caller ID, Home Voice Mail, etc. at current charges.
  • Reduced Installation charges.

Link Up America (One Time Service)
 Q  What is Link Up America?
 A  Link Up America helps new customers or customers who moved to a new address by providing a reduction in installation charges.
 Q  How do I get Link Up America?
 A  If you meet the requirements for Lifeline or Lifeline 135, you will qualify for Link Up America.

UTAP (One Time Service)
 Q  What is the Universal Telephone Assistance Program (UTAP)?
 A  UTAP can help our Pennsylvania Lifeline customers pay their overdue bills on basic telephone service.
 Q  How do I get UTAP funds?
 A 

You can get UTAP only if you are:

  • In the former Verizon PA service area
  • An existing or approved Lifeline customer.
 Q  How do I apply for Link Up America or UTAP?
 A
