B. Keith Fulton

Verizon Communications
B. Keith Fulton is president of Verizon West Virginia. He has oversight for Verizon’s operations, external affairs and regulatory and financial matters in West Virginia. Verizon serves approximately 840,000 phone lines in the Mountain State.
Fulton joined Verizon in 2004 as vice president of strategic alliances and corporate responsibility, where he led a Washington, D.C.-based team that worked with more than 100 national organizations on communications-related public policy issues.

Fulton joined Verizon in 2004 as vice president of strategic alliances and corporate responsibility, where he led a Washington, D.C.-based team that worked with more than 100 national organizations on communications-related public policy issues. Prior to joining Verizon, Fulton was a senior policy analyst with the National Telecommunications and Information Administration of the U.S. Department of Commerce. He also was a vice president of the AOL Time Warner Foundation and a director of technology programs and policy at the National Urban League.
Fulton is a member of Vision Shared, the Governor’s 21st Century Jobs Cabinet, the West Virginia Center for Professional Development, the West Virginia Business Roundtable, the Discover the Real West Virginia Foundation, the West Virginia State University Foundation, the Clay Center for the Arts and Sciences, the West Virginia Chamber of Commerce, the West Virginia CEO Roundtable, and the West Virginia Broadband Deployment Council.
Fulton earned a bachelor’s degree in urban affairs and planning from Virginia Tech, a master’s degree in urban policy analysis and management from the Milano Graduate School of Management and Urban Policy in New York, and a doctor of jurisprudence degree in telecommunications, electronic commerce and intellectual property law from the New York Law School. He also earned a professional certificate in public policy analysis and management from the John F. Kennedy School of Government at Harvard University.
Fulton is a native of Virginia and resides in West Virginia with his wife, Ingrid, and twin boys, Joshua and Terrell.

John Ruddick

John R. Ruddick assumed the position of Vice President of Public Affairs on June 1, 1997. He is responsible for the

preparation and presentation of action plans and strategies concerning company issues with elected officials, policy makers & key stakeholders. Ruddick is a 1980 graduate of Villanova University, with a Bachelor’s degree in accounting. In 1983, he received his Certified Public Accountant (CPA) license from the State of Maryland. He received a Certificate of Professional Management from the WV College of Graduate Studies in 1989. He also has a Masters of Business Administration from the University of Charleston.
Ruddick is a member of the finance board of the Public Employees Insurance Agency (PEIA). He is the treasurer and member of the board of directors of the Education Alliance and Charleston Renaissance. He is chairman of the Putnam County Chamber of Commerce. He is a member of the West Virginia University School of Business and Economics advisory committee, the West Virginia Humanities Council and the Marshall University Yeagers Scholars Board. Ruddick, his wife Patricia and their two children reside in Teays Valley, where they have lived since 1986.

Kathy L. Buckley
Vice President - Public Policy
Kathy Buckley was named Vice President of regulatory matters in December, 2000, after serving as manager of Verizon Corporate

| Communications since April, 1995.A native of Poca, West Virginia, Buckley began her career in 1982 at C&P Telephone Company in Charleston, West Virginia, in the Network Engineering organization. Her responsibilities have included the implementation of statewide projects such as the Voice Messaging System and the Operator Services Integrated Network, and the installation of network switches (5ESS and DMS technologies).
Buckley is a 1982 graduate of the West Virginia University Institute of Technology, with a bachelor's degree in engineering. She also has a master of business administration degree from the West Virginia Graduate College and a master's certificate in project management from George Washington University School of Business. In addition, Buckley is a licensed Professional Engineer.
She, her husband, Dana and their two sons, Quentin and Christian, live in Teays Valley.

Pamela J. Tucker
Director - West Virginia Operations
Pamela J. Tucker was promoted to Director – West Virginia Operations in May 2006. She has responsibility for installation, maintenance, construction and preventative maintenance.
She graduated from West Virginia Institute of Technology with a BS in Mathematics before coming to work in 1980 at C&P Telephone Co., now Verizon.

In 1996, she was temporarily promoted to manage the Charleston CSC, and then promoted permanently to manage the CSC/CMC/PPM centers in both West Virginia and Roanoke, VA.
In 1997, Tucker was selected as Chief Operating Officer for Operations in West Virginia. In 2002, she managed an outside construction team of 10 local managers and 140 technicians before assuming her current position.
Pam has 2 sons and they live in the Charleston area.
