Bypass Occurs when CLECs use their own loop and port facilities to provide local services to end users within a Verizon serving area.

Central Office Building that houses local switching equipment and serves as the primary operating and service center for all telephones in its geographical area.
Complete block Also known as CNID (Calling Number Identification Delivery) block, prevents the calling line's name and telephone number from being displayed on Caller ID devices each time a call is made. The number is then displayed as "Private" or "Anonymous" (not available to COPT lines in most areas and is governed by tariff rulings).
Composite Billing Formerly known as Summary Billing, this allows a customer to consolidate their separate payphone accounts into one billing statement for payment. Call details and all other charges are still itemized for each separate line, but the balance is then transferred to the master Composite Billing number for ease of payment. A nominal one-time charge may apply to establish Composite Billing on the accounts.

Flat Rate Local service for which customers pay a regular monthly charge for unlimited calls within a local area.
Flexible Automatic Number Identification (FlexANI) A CO switch failure resulting from an FCC mandate in 1998. In general, FlexANI allows a central office switch to transmit additional two-digit codes identifying the line type to the IXC. These two-digit codes provide additional information that identifies the class of service associated with a telephone number. Carriers can order FlexANI to identify calls originating from (1) "dumb" payphones with switch-generated coin signaling, (2) "smart" payphones with coin signaling resident in the phone, and (3) inmate/detention facility payphones. It tells the IXC that a payphone originated the call, so the IXC can identify it was a payphone and pay per-call compensation(PCC) that maybe due for such calls. IXCs need to order FlexANI from the LEC if they want to receive FlexANI digits with their call records, as there are alternative, more manual ways an IXC can identify payphone-originated calls. |

Lanyard A piece of rope or line used to secure an object (a lanyard is used to secure a phone book binder to a booth or shelf).
LATA Local Access and Transport Area; name for a telephone company serving area.
Local Loop The physical wiring that runs from the subscriber's telephone and demarcation point to the telephone company central office.
Local Number Portability (LNP) A circuit-switched network capability that allows customers to change their Service Provider (SP), location, or services while keeping their local directory number and access to advanced features. There are three types of LNP. See also Service Provider Portability (SPP), Location (Geographic) Portability, and Service Portability (SP) (also defined herein).
Location (Geographic) Portability Allows a customer to move from one geographic location to another while keeping their ten-digit directory number. This type of portability could involve a new location outside of the customer's original Rate Center. (This is a future requirement by the FCC.)
Loop CLEC Alternative provider who has their own port but needs Verizon's field cable facilities.
Loop Start With loop start, you "start" [seize] a phone line by bridging through both wires of your telephone line. |

Portable Numbers Portable numbers are all numbers in an NXX where portability is allowed. Numbers will be declared portable on an NXX basis.
Ported Numbers Ported numbers are the subset of portable numbers that have actually been moved from the original switch (donor) to another switch (recipient).
Presubscribed Interexchange Carrier Charges (PICC) Fees collected by Incumbent Local Exchange Carriers (ILEC) to recover costs of access to the ILEC switching network. The fees are regulated by the Federal Communications Commission (FCC) and are filed under a tariff with the FCC. A PICC applies to the carrier when a PSP has pre-selected an interexchange carrier. If no presubscribed carrier has been selected, Verizon will bill the customer directly for PICC on each line not presubscribed to an interLATA carrier (NO PIC).
Pre-Subscription A local telephone company service that enables each subscriber to select one long distance carrier to use for interLATA and interLATA calls without having to dial a multiple-digit access code.
Private Branch Exchange Telephone key system that is automatically or manually operated to serve extensions in a business complex and provide access to the public network. |

Re-bundled CLEC CLEC orders loop and port separately and then ties them together. This is not allowed in all states.
Resale In a wholesale environment Verizon ILEC provides bundled service (traditional telephone service) to CLEC, which includes dial tone and access to the local and long distance network. The end user receives these services using existing Verizon ILEC facilities, but is billed by the CLEC. In turn, Verizon bills the CLEC for the use of these services, normally at a discounted rate.
Resale CLEC Verizon provides all facilities (port and loop) but sells to an alternative competitor who then sells our service to customers. |

Sent Paid A term that describes all calls charged to the originating number or collected as coins in a pay phone.
Service Portability Allows a customer to change their type of service while keeping their ten-digit directory number. (This is a future requirement by the FCC.)
Service Provider Portability (SPP) SPP is the first phase of number portability to be addressed by the telecommunications industry. SPP is defined as the ability of a customer to keep their same ten-digit telephone number when changing from one Service Provider (SP) to another. (Note: at this time SPP will ONLY be available within the same Rate Center/Area. A Rate Center is a telephone company-designated geographic area that has been assigned vertical and horizontal coordinates between which airline mileage is determined for rating and billing purposes. It may include more than one Wire Center. A Wire Center may contain more than one Central Office.)
Smart Phone A micro-computer controlled electronic telephone with several features.
Subscriber Line Charge (SLC) A fee collected by the Incumbent Local Exchange Carriers (ILEC) to recover costs of subscriber's access to the ILEC switching network. The fees are regulated by the Federal Communications Commission (FCC) and are filed under a tariff with the FCC. The SLC applies when there is a local loop (line) associated with the service that is sold out of the local or state tariff.

Unbundled Loop Loop Service is provided to those CLECs who have their own Port (Central Office) facilities, but require loop (field cable facilities) to the End User. The CLEC will be required to access our loop by supplying Verizon ILEC with a connection point within a Verizon ILEC Central Office. With loop service, Verizon ILEC does not provide the End User with trunking, switching, dial tone, or the telephone number. The CLEC provides these via the connections point (collocation or virtual). If the End User wants to retain his or her Verizon telephone number, the CLEC must also request Service Provider Number Portability. When Verizon ILEC resells unbundled lop, the CLEC is responsible for providing the End User's 911-database feed.
Unbundled Port Port service is provided to those CLECs who have their own loops (cable facilities) to the end user but require central office switching capabilities, including a Verizon phone number. When Verizon (ILEC) resells an unbundled port, the CLEC becomes responsible for providing the End User's 911-database feed.
Unbundled Sub-Loop A CLEC may request only the portion of a loop from the Central Office to a Cross Connect Box (Distribution Sub-loop) or the portion of a loop from the Cross Connect Box to the End User's premise. A CLEC can establish a Remote Central office next to a Cross Connection box and establish a collocation point within the terminal to have access to distribution cable facilities that serve an entire neighborhood(s).
