This notice describes the deployment of Service Provider Number Portability (SPNP) by GTE Network Services. SPNP refers to the ability of an end user to retain the same ten (10)-digit telephone number while changing from one service provider to another using the Location Routing Number (LRN) addressing scheme.
In compliance with the Orders of the Federal Communications Commission, GTE deployed SPNP in its wire centers in the top 100 Metropolitan Statistical Areas (MSAs) by the end of 1998. GTE operates in 59 of the top 100 MSAs. Competitive Local Exchange Carriers (CLECs) may request SPNP to be deployed in other GTE wire centers in addition to the top 100 MSAs.
Potential impacts include the following:
The FCC has authorized the recovery of the costs associated with implementing SPNP through a federal charge assessed on end-users. The SPNP rates are contained in Section 6.16 of GTOC Tariff FCC No. 1 and in Section 8.14 of GSTC Tariff FCC No. 1. These tariff revisions were filed on January 15, 1999 to become effective on February 1, 1999.
The basic monthly SPNP rate applies to each GTE end user (other than Lifeline customers) served from a number-portability-capable wire center. Certain services are charged multiples of the monthly rate as follows:

GTE's deployment of SPNP in the wire centers in the top 100 MSAs was completed in 1998. Implementation will continue until SPNP is fully deployed by GTE. To assist you with your SPNP planning activities, GTE has prepared a preliminary schedule for 1999 and beyond. Please see LNP Deployment Information at the bottom of this page. This SPNP deployment information is available by central office and may be accessed by selecting a jurisdiction. Updates to the schedule will be made as they become available.
