The above chart is from the FCC's "Measuring Broadband America" study and shows the average percentage of the advertised download speed delivered throughout the day. The percent of advertised speed is derived by dividing the average performance by the speed promised to the customer.
Verizon's FiOS service, displayed at the very top of the chart, delivered 114% of the service promised consistently throughout the day. In stark contrast to other providers, Verizon's all-fiber-optic-based FiOS Internet service performed exceedingly well at all hours including during the most active hours of broadband use: between 7 p.m. and 11 p.m.
Verizon's High Speed Internet (HSI) service is provided over a copper network which is subject to performance variation due to a number of factors including distance from switching stations. In light of these performance variations, Verizon HSI service is sold as a range of expected speeds as opposed to a single value to provide clarity to our customers. Verizon HSI service consistently provided between 85% and 90% of its advertised speed, clearly outpacing other DSL providers such as AT&T.
The actual performance of an individual customer's broadband service may vary based on technology, network traffic, and a number of other factors. The information below was derived from various tests and is provided for informational purposes only. It is intended to provide you with an indication of the speeds obtained during such network testing. These results may not be fully representative of each individual customer's experience, and did not include variables such as customer inside wiring and Wi-Fi networks, customer computer configurations, additional customer-generated traffic on the customer's broadband connection, the performance to specific Internet destinations that particular customers may be interested in, the performance of other Internet-based content, applications and services, and other such factors.

Key Definitions
Download Speed – The speed of the connection when downloading from the Internet to your computer.
Upload Speed - The speed of the connection when uploading data from your computer to another computer somewhere on the Internet.
Latency - A synonym for delay is an expression of how much time it takes for a packet of data to get from one designated point to another. In the Measuring Broadband America study, latency was measured by sending a packet that is returned to the sender and the round-trip time is considered the latency.
