Customer Account Record Exchange (CARE) transactions are processed between Verizon and the
Access Carriers (ACs) to select and notify ACs of changes in PIC (Presubscribed Interexchange
Carrier) and LPIC (Local Presubscribed Intraexchange Carrier). To get further information

Verizon utilizes two CARE processes through which Access Carriers (AC's) manage the PIC and LPIC process for their end users. These two systems,
Xpress Electronic Access (XEA in East) and Subscription Services (SS in West) were modified to
process the appropriate CARE transactions in support of Resale/UNE-P for the entire Verizon footprint.
Each system utilizes the following media types for their CARE processing: Network Data Mover (NDM),
Electronic Bonding (EB), cassette tape, on-line, WEB and fax via the Equal Access Point of
Contact (EAPOC) groups based in Boston, Ma., Pittsburgh, Pa. and San Angelo, Tx.
The following pages contain examples of process flows, which occur between Verizon, the Access Carriers (ACs) and Resellers / UNE-P providers for CARE transactions.
