Subject: Triennial Review Remand Order Industry Letter
Verizon Wholesale Markets continues to work toward an objective of improving the quality of demand forecasts for the mutual benefit of Verizon and our wholesale customers. The purpose of our formalized forecast process across Verizon (former Bell Atlantic service territories) is to allow Verizon to better meet our customers' requirements.This letter is to inform you that, effective September 26, 2005, CLECs will be required to populate two fields (the "CNO Field" and the "VTA Field", as described below) on Access Service Requests (ASRs) when ordering or converting to certain unbundled products under the conditions identified below. This letter only applies to UNEs and UNE combinations ordered via ASRs (i.e., EELs, UNE Transport, Dark Fiber Transport, and, in Verizon East territories only, High Capacity UNE Loops).
CNO Field - Certification
CLECs must populate the second position of the CNO (Case Number) Field with an entry of "C" when submitting ASRs for the following facilities at (in the case of UNE loops or the UNE loop portion of an EEL) or between (in the case of UNE transport, including the UNE transport portion of an EEL) wire centers that Verizon has identified as non-impaired pursuant to the FCC's Order on Remand in WC Docket No. 04-313 and CC Docket No. 01-338, released on February 4, 2005 (the "TRRO"): DS1 and DS3 Loops (VZ East only), DS1 and DS3 EELs, DS1 and DS3 Transport, and Dark Fiber Transport. By entering "C" a CLEC represents that it has undertaken a reasonably diligent inquiry and certifies, pursuant to paragraph 234 of the TRRO, that: 1) to the best of the CLEC's knowledge, its request is consistent with the requirements of the TRRO, and 2) the CLEC is entitled to unbundled access to the subject element pursuant to 47 U.S.C. 251(c)(3).
If the ASR is for a facility not located at or between a non-impaired wire center(s), then the second position of the CNO field must be blank.
If the second position of the CNO field is not populated and the ASR is for a facility located at or between a non-impaired wire center(s) as described above, then the ASR will be queried for population of a "C" in CNO position 2.

CNO Field - Commingled Arrangements
CLECs must populate the second position of the CNO (Case Number) Field with an entry of "S" when submitting orders for the following commingled EEL arrangements:
- DS1 UNE Loop commingled with DS1 Special Access Transport, or DS3 UNE Loop commingled with DS3 Special Access Transport.
- DS1 Special Access End User Channel Termination commingled with DS1 UNE Transport, or DS3 Special Access End User Channel Termination commingled with DS3 UNE Transport.
The entry of "S" is required for Verizon's systems to provision and properly bill for these EEL arrangements in which the UNE and access components of the circuit are the same capacity. As with all commingled EEL and IOF arrangements, CLECs that have signed an amendment or an interconnection agreement that implements the commingling terms of the FCC's Report and Order and Order on Remand and Further Notice of Proposed Rulemaking, CC Docket Nos. 01-338, 96-98, and 98-147, released on August 21, 2003 (the "Triennial Review Order"), must also populate the first position of the CNO Field with a "Y" when ordering the arrangements described above.
VTA Field
CLECs must populate the VTA Field if they wish to obtain any circuit-specific term plan pricing that may apply for the Special Access service in the commingled arrangements described above. The field values for the VTA are the same as when ordering Special Access. If you have an agreement whereby Verizon pre-populates the VTA Field for Special Access requests, Verizon will also pre-populate the VTA on commingled UNE ASRs in accordance with the agreement.
If you wish for the Special Access service in the commingled arrangements described above to be billed under a CDP (Customer Discount Plan), then you need not populate the VTA field but rather must follow the same procedures used today in Special Access for notifying Verizon to add the CDP plan to your UNE accounts.
