Overview - New York

This section provides a brief explanation of the New York Data Exchange (NYDE, Inc.) database. The NYDE is a database that provides participating local exchange carriers with access to local telecommunications service arrears and final account information on residential end user accounts.

NYDE, Inc. is a not-for-profit corporation, which was created in 1996 and structured in accordance with New York Public Service Commission and Federal Anti-Trust Guidelines. NYDE current membership includes participating local carriers as well as Verizon. A third party vendor, Equifax Credit Information Services, Inc, manages the database.

Member companies are required to contribute information on new service applications, arrears, and disconnects. Members receive reports from Equifax when there is a match on an account. Use of the exchange enables participating companies to better evaluate credit risks and increase their ability to collect unpaid accounts.

NYDE by-laws and Operating Guidelines have been developed to provide details on data management, the matching process, confidentiality, and technical requirements and are subject to change based on rulings of the New York Public Service Commission and other regulatory and legislative bodies.

Overview - New England

This section provides a brief explanation of the New England Exchange. The New England Exchange was established in 1993 and provides members with access to unpaid final account information on residential end user accounts throughout the six New England states.

The unpaid final account information in this Exchange is not limited to local service only. The Exchange data is used to assess risk on new accounts and locate those unpaid final accounts that match to new connects from the New England, Middle Atlantic and Southeast Match Exchanges. Membership in the six-state region is comprised of telecommunications providers as well as gas, electric, and cable companies. An appointed chairperson and co-chair run the organization. Meetings are held on a quarterly basis and are open to guests with an advance notice to the chairperson.
