Pre-Order Transactions: xDSL Loop Qualification

Overview
The xDSL Loop Qualification inquiry allows the CLEC to qualify facilities for xDSL loops prior to submitting an LSR.


When to Use
The xDSL Loop Qualification inquiry is used to determine loop length, qualification indicator, products available, and the reason a loop is not qualified.


How to Complete
The required fields for submission of this inquiry are the "Transaction Type," "State/Province" and either the valid "Service Address" or "Working Telephone Number".


Responses from Verizon
The response value of "A" indicates that the facilities are xDSL-qualified and will return the following fields:
  • LOOPSTAT (Loop Status) = A
    • RTIND = Y (Only returned for PARTS)
  • LPAC (Loop Products Available) = one or more of these services
    • ADSL-R
    • IDSL
    • ADSL-C
    • SDSL
    • PARTS (No Loop Length will be returned)
  • LL (Loop Length) in kilofeet

    No further Pre-Order action required. You may submit your LSR.

The response value of "B" indicates that the facilities are not xDSL-qualified and will return the following fields:
  • LOOPSTAT (Loop Status ) = B
  • RSNNOTQUAL (xDSL Reason Not Qualified) = one of these reasons:
    • No Valid Loop Qual Data. Request Manual Loop Qual
    • Spectrum Management T-1
    • Spectrum Management Other
    • Work Order In Progress
    • Digital Loop Carrier
    • Load Coils
    • Digital Single Carrier
    • Loop Length Exceeds Svc Requested
    • DLC—No copper available
    • DLC—LST dependent
    • DLC—Loaded Copper
    • PARTS Suspend
    • RSU
    • RSU—CSA Compliant
    • RSU—Not CSA Compliant
When the response comes back as not qualified, the CLEC may use the xDSL Loop Qualification Extended inquiry to check further.

When an extended transaction is submitted for loops that were previously returned as qualified the same qualification data is returned.

Lastly, the response may identify the type of facility serving the end user. Valid Entries for the Facility Environment field (FE) include: A (Fiber), B (Fiber & Copper), C (Copper) or D (Provisioning is not available at the address).
