Public Access Line Port

What It Is
Verizon's Unbundled Public Access Line Port lets you provide public telephone services where our facilities allow connection. Network services for this port include access lines, network usage, standard originating number screening and certain other features -- like blocking options and outward call screening -- depending upon which area of the country you are serving.
How It Works
A basic Unbundled Public Access Line Port is germane to single line public access line and station controlled coin line services. The port uses loop-start supervisory signaling and DTMF address signaling. A 2-wire central office distributing frame cross-connects between your distributing frame termination and that of the port.
Description
Payphone Service Providers (PSPs) may purchase network services from Verizon in order to provide public telephone services to the end user (calling public). These network services include access lines, certain features and network usage. Verizon offers “dumb” Public Access Lines (PALs - Verizon-North) and Station Controlled Coin Lines (SCCLs - Verizon-South) used with “smartset” payphone Customer Premise Equipment (CPE).
The Unbundled Public Access Line Port (UPAL) may be combined with the appropriate link only through collocation or other service provider combination alternatives. The service provider may purchase an unbundled port on a central office switch that is capable of providing network access to support a smart CPE coin set.
Availability
UPAL is available where facilities permit. UPAL is a standard “Dial Tone First” (DTF) port for PSPs to access the measured services and features that Verizon provides through its retail PAL and Station Controlled Coin Lines (SCCL) offerings. The Unbundled PAL port is provisioned to generate unique ANI II codes to alert carriers that the call is originating from a pay telephone.
The PAL port may be available in conjunction with Platform service, where available.
Pricing
The UPAL products are offered under SGAT, tariff (in some jurisdictions) or individual contracts. Specific recurring, non-recurring and usage rates apply. PAL ports are assessed on a monthly recurring charge. In addition, usage charges apply. A Non-Recurring Charge (NRC) is assessed for installation, in addition to a service order charge per order. There is an additional charge for activation of one or more features on an established line. In addition, a disconnect charge may apply in certain jurisdictions.

Features
Standard features include Originating Number Screening (also known as Operator Screening). The features associated with the PAL ports are defined as follows:

The basic UPAL port is applicable to single line Public Access Line / Station Controlled Coin Line service. The UPAL port is provided with loop-start supervisory signaling and Dual Tone Multi-Frequency (DTMF) address signaling capabilities (Verizon-North).
Analog PAL ports consist of a 2-wire analog interface associated with a local switching system, and a 2-wire central office distributing frame cross-connect between a 2-wire service provider distributing frame termination and the distributing frame termination of the analog port. At each 2-wire interface, one conductor is called tip and the other conductor is called ring.

Analog PAL ports provide a local switch interface that is suitable for the transmission of analog voice grade signals between approximately 300 and 3000 Hz. Analog line ports use various methods of supervisory signaling to control call processing.
