Overview

The services described herein include:

Amortization of Non-Recurring Charges - an optional payment plan, which allows non-recurring charges for resold services to be paid, with interest, over an 18-month period, instead of being billed in one lump sum.

Announcement Service - an optional service that utilizes the Verizon Operator Services and Directory Assistance (OS/DA) Platform.

Daily Usage File - provides call detail information for each working line belonging to a resold local service account.

Bill Manager - a Resale-only non-tariffed CD/ROM analytical billing tool with various features and functions to simplify the entire phone bill analysis process.  Note: Bill Manager replaced Simpleview.

Description

Amortization of Non-Recurring Charges

Amortization of Non-Recurring Charges is an optional payment plan, which allows non-recurring charges for resold services to be paid, with interest, over an 18-month period, instead of being billed in one lump sum. An administrative charge applies to have this optional service.

This payment option is offered by Verizon in fulfillment of a condition imposed by the FCC in approving the merger of Verizon Corporation and NYNEX Corporation. The availability and terms and conditions of the option are subject to change based on any change in, or definitive interpretation of, the underlying merger condition. Also, unless expressly renewed by Verizon in writing, this payment option will not be available for orders with due dates after August 14, 2001, according to standard intervals.

Announcement Service

Announcement Service is an optional service that utilizes the Verizon Operator Services and Directory Assistance (OS/DA) Platform. This service may be provisioned on all resold exchange access line products. It provides the Reseller with an opportunity to create a customized introductory announcement for end user calls placed to Operator Services and Directory Assistance (OS & DA). The following OS & DA call types are eligible for the branding announcement:

  • 411
  • 555-1212
  • NPA 555-1212
  • 0 (zero plus)
  • (zero minus)

If the Reseller chooses not to subscribe to this service, Verizon OS/DA basic components will be offered. These components include the Verizon Brand.

Daily Usage File

The Daily Usage File provides call detail information for each working line belonging to a resold local service account. The file is provided daily and is designed to assist the Reseller in billing each of their customers for the usage charges they incur.

Usage data is delivered as either rated (priced) or unrated depending on the type of usage. Unrated services include all Verizon provided services, including all local, regional and intraLATA calls. Usage for all other services is rated. All usage data is sent to the Reseller in industry standard Exchange Message Interface (EMI) format and includes the usage processed that day by Verizon for all telephone lines belonging to the Reseller.

In Verizon-North, the file name transmitted to the Reseller usually contains the cycle processed. In New York, this cycle number represents the work day of the year, while in New England it represents the Julian day of the year. For example: January 4, 1999 is the first work day of the year for Verizon-North. The cycle number for New York would be 001; the cycle number for New England would be 004.

Bill Manager's built-in analytical functions allow the following capabilities:

Bill Manager

Currently available to Resellers in Delaware, District of Columbia, Maryland, New Jersey, Pennsylvania, Virginia, West Virginia, Massachusetts, New York, Vermont, New Hampshire, Connecticut, Rhode Island, and Maine.

Amortization of Non-recurring charges

Administrative Charge

There is a monthly Administrative charge for plan participation.

  • Charge is billed on Administrative bill.
  • Wholesale discount does not apply to Administrative charges.

Interest

  • Interest rates vary by state.
  • Interest is applied to all non-recurring charges that are subject to installment billing.

Termination of Service

  • If an end user's service is terminated, the remaining balance of any non-recurring charges will be billed on the final bill.
  • If a portion of an end user's service is terminated, the 18-month installment billing will continue.

Announcement Service

Verizon-South

Announcement Service-Branded is accessed via a non-recurring charge (NRC). The NRC is applied at each switch where branding occurs. The branding charge is TELRIC-based and is not subject to the wholesale discount. OS/DA call types are usage-based and are charged at the retail rate less the discount, or as approved by the appropriate regulatory body.

Verizon-North

Announcement Service-Branded is accessed on a per-call basis in addition to the basic OS/DA call. The rate varies per state.

Announcement Service-Branded Verizon-South & North

  • There are non-recurring and recurring charges for Announcement Service-Branded.
  • Tariff Service Order Charges apply to sub-accounts on conversion orders from retail to resale, and to convert existing resale accounts to Announcement Service-Branded.

Non Recurring Charges

  • An announcement Service Establishment charge applies to establish the Announcement Service-Branded. This charge will be billed on the Reseller's Administrative Bill in the 'Other Charges and Credits' section.
  • An announcement Service Change charge applies if the Reseller changes the OS/DA Branded recorded announcement.

Recurring Charges

  • Charges will appear on the Reseller bill by sub-account.
  • In states where DA allowances are applicable, the per call charge will apply to all DA calls.
  • A per call rate will be in effect on the day that the Reseller converts the account to Announcement Service-Branded.

Announcement Service-Unbranded Verizon-South & North

  • There are no additional recurring charges for Announcement Service-Unbranded.
  • Tariff Service Order Charges apply to sub-accounts on conversion orders from retail to resale, and to convert existing Resale accounts to Announcement Service-Unbranded.
  • NRC - One time charge.
  • Recurring Charges - None.

Daily Usage File Billing

When a file is distributed, Verizon tracks the number and type of each detail record provided to the Reseller. These counts are accumulated until the monthly trigger for Reseller Services billing. Resellers are billed on a per record basis for provisioning of the Daily Usage File.

Bill Manager

Billed monthly, per bill period, per CD, on each master account. There is no initial set up charge (or NRC).  Please contact your Account Manager for pricing info.

Features

Announcement Service

Announcement Service provides the following options:

  • Branded
  • Unbranded
  • Verizon Brand
  • Combination: Announcement Service-Branded and Verizon Brand. Verizon-North only.
  • Combination: Announcement Service-Unbranded and Verizon Brand. Verizon-North only.

If one of the Combination options is requested, the Reseller must choose, at the sub-account level, which service will apply on all lines associated with that sub-account. Note: Announcement Service-Branded and Unbranded are not available as a Combination. Only one option (Branded or Unbranded) per state per Reseller is allowed.

  • Announcement Service-Branded - Provides the Reseller with a branded introductory announcement for Reseller end user OS/DA calls. The Verizon OS/DA Platform will be branded with the Resellers specific name or brand in place of the Verizon Brand.
  • Announcement Service-Unbranded - Provides the Reseller with a 'no brand name' introductory announcement for the Reseller's end user OS/DA calls. The Verizon OS/DA Platform will be branded with a generic announcement in place of the Verizon Brand. (The announcement would simply say 'Welcome')

Detailed Information

Amortization of Non-Recurring Charges

The following requirements (among others) apply to Amortization of Non-Recurring charges:

  • Installment billing (IB) applies only to non-recurring charges for telecommunications services resold by resellers, and is not available for the payment of charges for wholesale products that are not resold.>
  • 18-month period is not flexible.
  • Service is not offered retroactively to previously installed services; IB applies per service order and must be ordered when service order is placed.
  • Resellers must provide Verizon with collateral to secure their obligation to pay non-recurring charges.

Announcement Service

  • Available in all central office switches.
  • The Reseller will provide branded pre-recorded tapes to Verizon. Tapes will be uploaded into each of the Traffic Operator Position System (TOPS) switches.
  • The Reseller must provide two tapes per TOPS switch.
  • The Announcement may be from two to eighteen seconds.
  • Service is provisioned on each end user access line.
  • Reseller may choose to install Announcement Service Branded or Unbranded at the state level

Verizon will route the Reseller's OS/DA traffic to the OS/DA Platform for appropriate branding announcement treatment. The serving switch will be the Traffic Operator Position System (TOPS) switch.

Daily Usage File

The processing of usage is as follows:

  • The end user makes a call carried and recorded by Verizon. At least once a day, Verizon switch recordings are sent to a Verizon data processing center.
  • The usage is processed and sent to the Reseller either electronically via Connect:Direct (a.k.a. NDM) or on cartridge tape. If there is no usage for a particular day, no file will be sent to that Reseller by Verizon (i.e., no null files).

Verizon maintains a history of that usage for a period of not less than 45 days from the date of delivery. All usage contained in the daily delivery will also appear in one of the Reseller's monthly bills. Note: Flat-rate local services are not currently captured by Verizon. Verizon will only include those call events recorded for its own business.

Reseller Usage Returns - Resellers may return usage records for the following reasons:

  • Incomplete Record
  • Invalid Field
  • Misdirected Usage (no account)
  • Duplicate Record

To return usage, the Reseller sends the original record, which consists of the original record ID and original record data, back to Verizon. The Reseller indicates the reason the record is returned by entering the corresponding Return Code using the EMI standards.

Resellers must notify Verizon that they are returning the usage records. Upon receiving the records, Verizon will investigate each. The investigation may then result in an adjustment to the Resale Summary Bill, as well as action taken to prevent similar future usage errors.
