Frame Relay Service (FRS) Order Guide

Overview

The purpose of this document is to assist carriers with ordering Verizon Frame Relay Service (FRS).

Verizon Frame Relay Service (FRS) is a data communications service that provides for data connectivity (up to the DS3 level) between and among widely distributed end-user locations. Verizon provides this connectivity via Permanent Virtual Circuits (PVC) on Verizon's high performance frame switching platform. The data is divided into variable sized packets called frames and each frame is sent separately through the network. At their destination, these frames are reassembled.

Frame Relay Service provides high speed throughput over digital facilities at speeds of 56Kbps, 128Kbps, 256Kbps, 384Kbps, 512Kbps, 768Kbps, 1.536Mbps, 4Mbps, 6Mbps, 10Mbps, 22Mbps or 44.736Mbps. The physical access to the Frame Relay network is provided via a UNI Port with Access Line Connection, a UNI Port Only Connection, Enterprise UNI Port Only Connection or via a NNI Port Only Connection with a digital transmission facility.

Pre-Order

Carriers can order either Port only or Port and Access Frame Relay. With Port only, the Carrier is ordering the port to a Verizon Switch. Once that order completes they can then order transport for their facilities. With Port and Access the Carrier places a single order and Verizon will provision both a port to the Verizon Switch as well as the transport piece.

Prior to submitting an ASR Carriers should use the Service Address Validation Pre Order Function. By using this function, Carriers will be provided the correct service address as well as the Serving Wire Center, which will be needed to process their ASR.

Order

When this product is ordered under a private carriage agreement (Forbearance), the Contract must be populated in the PNUM Field on the ASR Form. Learn more about Forbearance or contact your Account Manager for more details.


The ASR forms needed for Frame Relay vary between the NNI and UNI.

  • For NNI Carriers need to fill out: ASR, ADMIN, TSP, SALI , and VCF
  • For UNI Carriers need to fill out: ASR, ADMIN, EU 1, SALI, and EU 2, and VCF

Process Flow

Firm Order Confirmation (FOC)

The NMC will generate a manual FOC once all process steps have been followed and order and facility information are confirmed. Once the NMC has the transport order number and date due, then the CLEC is notified to resend the LSR with no changes. Once that SUP is received, the confirmation can be sent. The FOC will contain appropriate order number, circuit ID and due date.

The CATC will generate an automated FOC once all process steps have been followed and order and facility information are confirmed. FOC dates area dependent on the transport order dates for Port and Access service requests. The FOC will contain Frame Relay order number, circuit ID and due date.

Provisioning Completion Notifier (PCN)

When the Frame Relay service has been provisioned, the Carrier will be notified via a PCN.

Billing Completion Notifier (BCN)

The NMC representative must follow up each Frame Relay request in order to generate a manual BCN against the LSR after the PCN is sent.

For Verizon North: The CATC representative manually completes the Billing Service Order, which generates an automated message (PCN) to carrier that service order and ASR are completed.

For Verizon South: The CATC representative manually completes the Billing Service Order. The CATC representative manually posts the ASR as complete in VEXACT, which generates a message (PCN) to carrier that service order and ASR are complete.
