PIC
Subscription is a procedure where an end user, or an agent, in the case of public or semi-public coin operated telephones, may select and designate an Interexchange Carrier (IXC) to complete 1+ calls without dialing a carrier access code. When an IXC has been selected, that carrier becomes the end user or agent's Primary Interexchange Carrier (PIC).
The FCC separated the United States into Local Access Transport Areas (LATAs) for determining the classification of phone traffic. Verizon InterLATA toll subscription (PIC) and intraLATA toll subscription (LPIC) services support carriers in offering 1+ dialing access to their customers.
PIC Interface Manager
The account manager will advise you of the PIC Interface Manager who will work with you to assure a clear understanding of Verizon's subscription policies, processes, intervals, service options and associated charges. The PIC Interface Manager assists with ordering any Subscription Services and will answer any questions or address any issues you may have concerning subscription.
Equal Access Point of Contact Center (EAPOC)
Effective May 1, 2009, Verizon will consolidate the Equal Access Point Of Contact (EAPOC) centers located in Pittsburgh and Boston into the Boston center. The following table shows the pertinent contact and geographic information.

To order new or to make changes to existing Subscription Services provided by Verizon, please fill out the required Access Customer Care Form (ACCF). This document provides contact numbers and other required information that is necessary to provide Subscription Services.
PIC/LPIC Billing
You may elect to be billed for PIC/LPIC changes instead of the end user being billed. Verizon East has two ways for you to absorb the PIC/LPIC change charge:
Direct Bill: The Access Carrier can place a "Y" in the PIC Change Charge Indicator data element on the carrier initiated PIC/LPIC change record. The appropriate charges will be billed to the carrier for the successful change in PIC/LPIC for the line(s) submitted.
Reverse Bill: A carrier may fill out the Reverse Bill PIC/LPIC Change Charge Option Order Form which will allow Verizon to bill that carrier for any orders submitted by Verizon service representatives that affect a change in PIC/LPIC to that carrier.
