CABS Bill Media Options

A single copy of each monthly CABS-generated UNE bill and CSR (Customer Service Record), in the selected medium, will be sent to the CLEC free of charge. Additional copies in the same or different media will carry a duplicate bill charge as follows:
  • Non-recurring for a single request
  • Recurring for a regular arrangement
A duplicate CABS Bill request must be for an entire bill, and the rate will vary depending on the media requested. Rates per bill are set forth in interconnection agreements and/or tariffs, and will be the same for single requests and regular (monthly) arrangements.


Bill Data Tape (BDT) Billing Format
The CABS generated CLEC bill is in Bill Data Tape (BDT) format, as defined by the Order and Billing Forum (OBF) and standardized by Telcordia Technology's Technical Review Group (TRG). CLEC bills are provided in Billing Output Specification (BOS) format. Any deviation from the current version format will be covered in a "Differences List" maintained by Verizon-North. A copy of the list may be obtained free of charge by contacting the Verizon Account Manager.

A description of the full BDT format is available in the Bellcore Billing Output Specification (BOS) publication. The following volumes discuss the BDT format, current edits and data content, which are necessary to perform bill verification:

  • Volume 1A: Codes and Phrases—provides a complete list of phrases used to bill/credit OC&Cs and Adjustments
  • Volume 2: Service Exhibits—provides Service Type Overviews
  • Volume 3: Bill Data Tape—description of sequence and fields of individual BDT records
  • Volume 3A: Bill Data Tape Edits—explains what information is needed for various accounts
  • Volume 4: Data Elements—describes the contents of the BDT record

Changes to CABS Billing Formats
Future bill versions defined by Verizon are handled through a release management process. Logic or data changes will be handled through existing Verizon access change control procedures.


CABS Billing Delivery Methods
CLEC bills generated in CABS are delivered in one of the following media, depending on the individual CLEC's choice:
  • Electronic Transfer via Connect:Direct TCP/IP (a.k.a. Network Data Mover)—To establish an NDM link for CLEC bills, the CLEC must contact Connectivity Management and provide an operations contact. The Verizon's Connectivity Management will coordinate the network connectivity. The estimated interval for the Connect:Direct TCP/IP initial hookup is 45-60 days.

  • Magnetic Tape—Transmission of CABS generated bills is also available via cartridge tape. The tape is sent via special delivery depending on the location either by a courier service or by an overnight carrier.

  • CD-ROM—A CD ROM disk is delivered each billing period by mail. The disk is in ASCII format and is accessible by using a CD-ROM reader.

  • Printed Hard Copy (Paper)—A paper CABS bill is delivered each billing period by mail.
NOTE: UNE Loop SBN bills converted to CABS/BOS/BDT will not be available in printed hard copy.

All CABS generated CLEC bills are available in all of the above media. CLECs should contact Connectivity Management or update their Customer Profile form if they want a change of CABS bill media.

CLECs can request that past CABS bills be re-sent (at a charge specified by interconnection agreements or tariffs) by contacting the WCCC. Currently, CABS bills can only be re-sent in their original media type.

SBN Bill Media Options, Verizon North

A single copy of each monthly SBN UNE bill, in the selected medium, will be sent to the CLEC free of charge. A related CSR will be sent on request, also free of charge. Additional copies in the same or different media will carry a duplicate bill charge as follows:
  • Non-recurring for a single request
  • Recurring for a regular arrangement

A duplicate SBN Bill request must be for an entire summary bill and the rate will vary depending on the media requested. Rates per summary bill are set forth in interconnection agreements and/or tariffs, and will be the same for single requests and regular (monthly) arrangements.


SBN Billing Delivery Methods
CLEC SBN bills are delivered in one of the following media, depending on the individual CLEC's choice:
  • Electronic Transfer via EDI (Electronic Data Interchange)—SBN bills can be delivered electronically, at the CLEC's request, in EDI format. EDI is the ANSI standard 811 record. Details of the EDI format are contained in the Verizon Connectivity Guide.


  • Magnetic Tape—Transmission of SBN bills is also available via cartridge tape. The tape is sent via special delivery depending on the location either by a courier service or by an overnight carrier.


  • CD-ROM—A CD ROM disk is delivered each billing period by mail. The disk is in ASCII format and is accessible by using a CD-ROM reader.


  • Printed Hard Copy (Paper)—A paper SBN bill is delivered each billing period by mail.



All CLEC SBN bills are available in EDI, Magnetic Tape and Printed Hard Copy. Only summary billed unbundled loop bills are available on CD-ROM. Connect:Direct TCP/IP is not available for CLEC SBN bills.

CLECs should contact Connectivity Management or update their Customer Profile form if they want a change of CABS bill media.

CLECs can request that past SBN bills be re-sent (at a charge specified by interconnection agreements or tariffs) by the WCCC. Currently, SBN bills can only be re-sent in their original media type.


SBN in CABS/BOS/BDT Format
CLECs may choose to receive their UNE Loop SBN bills in CABS BOS BDT format. If a CLEC chooses this option then the CABS Bill Media Options will apply, with the following exception: UNE Loop CABS BOS BDT bills will not be available in printed hard copy.

CLECs who choose not to convert to CABS BOS BDT will continue to have the SBN Bill Media Options described in this section.

CLECs who wish to convert should update their Customer Profile form, otherwise no change will be made in their billing media or delivery method.
