Overview
The xDSL Loop Qualification—Extended inquiry allows the CLEC to qualify a new or existing facility for xDSL loops prior to submitting an LSR.


When to Use
The xDSL Loop Qualification—Extended inquiry is used when the initial attempt to qualify the loop using the xDSL Loop Qualification Basic inquiry is unsuccessful.


How to Complete
The xDSL Loop Qualification—Extended inquiry is processed using the service address as returned on the Address Validation response to ensure qualification of the correct facilities.

The Working Telephone Number field may be used, however, when the telephone number is CLEC owned or location-ported; the CLEC must validate using the service address.

The required fields for submission of this inquiry are the "Transaction Type," "State/Province" and either the valid "Service Address" or "Working Telephone Number".


Responses from Verizon
The initial response will include a message stating, "Manual Processing Required - response will be provided within 48 hours."

The subsequent response "A" will advise if the facilities are xDSL qualified and will return the following fields:
  • LOOPSTAT (Loop Status) = A
    • RTIND = Y (Only returned for PARTS)
  • LPAC (Loop Products Available) = one or more of these services
    • ADSL-R
    • IDSL
    • ADSL-C
    • SDSL
    • PARTS (No Loop Length will be returned)
  • LL (Loop Length) in kilofeet

    No further Pre-Order action required. You may submit your LSR.

The response value of "B" indicates that the facilities are not xDSL qualified and will return the following fields:
  • LOOPSTAT (Loop Status ) = B
  • RSNNOTQUAL (xDSL Reason Not Qualified) = one of these reasons:
    • Spectrum Management T-1
    • Spectrum Management Other
    • Work Order In Progress
    • Digital Loop Carrier
    • Load Coils
    • Digital Single Carrier
    • Loop Length Exceeds Svc Requested
    • No Valid Loop Qual Data, Request Manual Loop Qual
    • DLC—No copper available
    • DLC—LST dependent
    • DLC—Loaded Copper
    • PARTS Suspend
    • RSU
    • RSU—CSA Compliant
    • RSU—Not CSA Compliant

When an extended transaction is submitted for loops that were previously returned as qualified the same qualification data is returned.
