Secured Collocation Open Physical Environment (SCOPE)

Secured Collocation Open Physical Environment ("SCOPE") is a form of physical collocation in which CLECs can place their equipment in the Verizon central office in as little as one equipment bay. The general regulations for physical collocation will also apply to a SCOPE arrangement. This arrangement will be located in a secure, environmentally conditioned area which may be currently utilized for the traditional physical collocation offering. This room may be shared with other CLECs.

A SCOPE arrangement enables CLECs that do not want a standard cage-enclosed collocation node to install one or more bays of equipment in a secure area. Each individual CLEC is responsible to provide and install its own equipment and to perform all maintenance-related activities up to the CLEC side of a shared POT (SPOT) Bay. The CLEC's responsibilities include performing the cross-connect or strapping at the SPOT Bay in the same way as is done in traditional physical collocation.


Secured Collocation Open Physical Environment (SCOPE) Arrangement


SCOPE Arrangement
The SCOPE arrangement involves the placement of non-Verizon owned or operated equipment in a secure segregated area of the Verizon central office. The demarcation point is electrical or optical and is at a SPOT Bay. Each CLEC will provide and install its own equipment and equipment bay(s) in the designated area as assigned by Verizon. The CLEC is responsible for the identification of all equipment and bays.

The CLEC shall not store any ancillary equipment not permanently mounted within the bay within the SCOPE area.

The CLEC may, at its own option and expense, provide a secured enclosure in the equipment bay that conforms with Verizon's Technical Engineering Specifications and NEBS requirements for a standard seven (7) foot high 26 inch wide equipment bay, not to exceed twenty-two (22) inches in depth for the total footprint.
In addition to the existing terms and conditions regarding tariffed security measures, if the CLEC elects to provide a secured cabinet within the equipment bay or to secure the bay entirely, the CLEC must provide Verizon with keys for direct access in the event of an emergency. In the event Verizon is required to access the CLEC's secured bay on an emergency basis, Verizon will notify the CLEC of such access within twenty-four (24) hours. SCOPE bays cannot be enclosed in wire-mesh.

Shared Point of Termination (SPOT) Bay

The SPOT Bay is the connection point between the collocated equipment and the Verizon network and is shared by all CLECs in the SCOPE area.

Verizon always provides the SPOT Bay (frame and terminations). Installation and maintenance costs for this bay are recovered on a per terminal block/subpanel basis.

Equipment Bay, Lighting and AC Outlet Installation
SCOPE is subject to the availability of space and facilities in each central office where interconnection and/or access to unbundled network elements is requested by the CLEC, on a first come, first served basis. Each individual CLEC is responsible for providing and installing its own equipment and equipment bay(s) in the secured area.

Verizon will designate the floor space location specific for each bay of equipment installed. In addition to the floor space, Verizon will provide AC power, -48V DC power with battery and generator backup power, heat, air-conditioning and other environmental support in connection with the CLEC's transmission equipment in the same manner it provides such support items in connection with its own transmission equipment within that central office. Standard -48V DC power shall be provided. The CLEC is responsible for identifying its specific DC power requirements on the collocation application. AC power (AC outlets and common aisle lighting) will be provided for the entire SCOPE area and shared by all CLECs. CLECs requesting additional AC power will be responsible for contracting directly with a Verizon approved vendor for any additional AC outlets and lighting. AC power is provided for the express purposes of convenience outlets and overhead lighting and shall not be used to power any equipment. The groundbar for transmission equipment will be a common groundbar shared by all CLECs in a SCOPE arrangement.

CLEC employees and CLEC hired vendors installing CLEC provided equipment within the SCOPE bays need to comply with Verizon's Network Equipment Installation Standards (IP72202 ) as well as the engineering specification set forth in applicable tariffs. The CLEC must obtain and display an approved Methods of Procedures (MOP) prior to the installation, removal or relocation of any equipment in the SCOPE area.
