Cageless Collocation Open Environment (CCOE) is offered pursuant to local state tariffs and SGATs and is a form of physical collocation which allows CLECs to place equipment in Verizon conditioned space. The general regulations for physical collocation will also apply to a CCOE arrangement. CLEC equipment will be installed, in single bay increments, in an area designated by Verizon. CCOE space will be in a separate lineup and is not available where the only unoccupied space in a central office has been reserved by Verizon for its own use or where the placement of CCOE equipment will put Verizon's network at risk. The equipment location will vary based on individual central office configurations. The CLEC equipment will not share the same equipment bays with Verizon equipment. Verizon-approved equipment installation vendors (hired by the CLEC) will install the CLEC's equipment in an area designated by Verizon. All equipment will be installed in accordance with Verizon terms and conditions included in the Tariffs and SGATs. CLEC designated and hired personnel will gain access to the CLEC equipment for provisioning, maintenance, and repair. Verizon will secure its network by utilizing monitored card reader systems and security cameras as required based on particular layouts in the various central offices. Verizon reserves the right to secure its own equipment in a cage or other such separation. The CLEC must adhere to all ingress and egress requirements as specified by Verizon for each CCOE arrangement. CLEC access is restricted to direct access to the CCOE and reasonable access to basic facilities.

The interval for CCOE are defined in applicable state tariffs and SGATs.

Product Description
  • CCOE is available in Verizon premises where interconnection or access to unbundled network elements is requested by the CLEC on a first come, first served basis.
  • CCOE is not available where the only unoccupied space has been reserved by Verizon for its own use or where placing CCOE equipment will place the Verizon network at risk.
  • Each CLEC is responsible for providing its own equipment and equipment bays in the Verizon designated CCOE area.
  • CCOE equipment will not be commingled in the Verizon line-up.
  • The CLEC must install a minimum of one shelf of working equipment equipped with plug-ins, when installing a CCOE equipment bay. Equipment bays must be fully equipped prior to adding subsequent equipment bays. Space for additional bays for future use may be reserved, if available, until such time as Verizon requires the reserved bay to meet another CLEC's request. Verizon will make reasonable efforts to assign reserved bay spaces so that they are located next to the CLEC's existing equipment bay; however, Verizon makes no guarantee to that effect.
  • The CLEC may not store any ancillary equipment within the CCOE area that is not permanently mounted within the bay.
  • The CLEC will be responsible for identifying their equipment with CLEC name, emergency reach number, CLLI code and relay rack number. The CLLI code and relay rack number will be assigned by Verizon.
  • On all CCOE equipment installations the CLEC shall complete Methods of Procedures (MOP) detailing the installation work to be performed by the CLEC. The MOP shall be agreed upon and signed by a Verizon representative and a CLEC representative prior to the beginning of any installation effort within the CCOE space. The CLEC shall prominently display the signed MOP at the equipment bay while performing any installation functions.   • If the CLEC elects to secure their equipment in an enclosure, where technically feasible, keys to such enclosures must be provided to Verizon for emergency access.
  • If the CLEC is delivering fiber entrance facilities, the CLEC will be responsible for having fiber pulled from the manhole to the CCOE arrangement under applicable existing procedures for physical collocation.
  • Verizon will provide a Shared Point of Termination (SPOT) for CCOE. At its option, the CLEC may provide its own demarcation point within the CLEC provided equipment bay. All CLECs purchasing CCOE will have access to the SPOT in a common space if so requested.
  • Verizon will provide access to junction boxes so that CLECs may contract with Verizon approved vendors for the installation of AC convenience outlets and overhead lights. AC power is provided for the express purposes of convenience outlets and overhead lighting and shall not be used to power any equipment.
  • The CLEC agrees to abide by all Verizon security practices for Verizon employees/agents with access to Verizon premises as described in Verizon's Collocation Security Guidelines . In addition, CLECs entering into a CCOE arrangement will be required to sign a confidentiality agreement before being able to enter Verizon premises.
  • Verizon reserves the right to provide an escort at no cost to the CLEC whenever a CLEC technician is working within Verizon premises until security provisions are in place.
  • Verizon reserves the right to provide a Verizon employee to accompany and observe CLEC personnel at any time while on Verizon premises at no cost or deterrence to the CLEC.
  • Verizon reserves the right to require CLEC personnel to contact a Verizon control center upon entering and leaving a Verizon premises and at regular intervals if extended work hours are required after normal work hours.

Non-Recurring Rates

Site Survey/Report Fee
Verizon will make available, after the requesting carrier signs a confidentiality agreement, a report indicating the available collocation space in the Verizon premises, the number of carriers currently collocated in that premises, modifications in the use of space since the last report and measures being taken to make additional space available. A site survey/report fee per central office per request will be assessed for each report requested.

50% of this fee will be applied to an application fee when a new request for CCOE is made within 30 days.
