Verizon is offering shared physical
collocation to CLECs as another option for interconnection
and access to unbundled network elements. Under the
Shared Collocation arrangement, a single collocation
node is shared by two CLECs. The CLEC of record (the
host) makes the determination that another CLEC (guest)
will be allowed to share space within its collocation,
under the terms and conditions governing the sharing
arrangement agreed to between the two CLECs. Verizon
will not be a part of any such negotiations.
The host CLEC is the Verizon customer and must notify
Verizon in writing of its intention to share its physical
collocation space and provide Verizon with a certificate
of insurance from the guest before the guest occupies
the space.
Once the guest is established in the collocation space
any telecommunications services or unbundled network
elements that are to be ordered by the guest will be
via a Letter of Authorization (LOA) from the host. Verizon
will bill the guest directly for all such orders.
In addition to the terms and conditions applicable to
physical collocation generally, the following terms
and conditions will apply to shared collocation arrangements:
- The guest must be a CLEC.
- The host and guest must each be collocating for the purpose
of interconnecting to Verizon or accessing Verizon¿s
unbundled network elements.
- The guest is subject to the same Verizon rules and regulations
as the host. The guest is also subject to the same municipal/zoning
regulations as the host.
- The host is responsible and liable for its guest¿s
actions and will indemnify Verizon.
- Verizon will not be held responsible for any penalties
or consequences to the guest based on the host¿s actions
or inability to comply with agreements, tariffs and applicable
law.
- The host and guest will participate in Methods of Procedure
(MOP) detailing the installation work to be performed by the
guest. This shall be completed for all Physical Collocation
equipment installation. The host shall prominently display
the signed MOP at the multiplexing node while performing any
installation functions.
- The host must provide the Local Collocation Coordinator
(LCC) or the Wholesale Markets representative a list of the
names of all technicians who will need access to this collocation
arrangement for support, maintenance and repair purposes.
The host is responsible for supplying the LCC or Wholesale
Markets representative with the required completed non-employee
ID badge application forms and all appropriate identification
material for its employees/agents as well as those of the
guest CLEC.
- Verizon will issue only one identifying collocation and
POT Bay Common Language Location Identification (CLLI) code
and provide it to the host. The host will assume connecting
facility assignment (CFA) responsibilities.
- All occupancy and specific collocation construction communications
(e.g., collocation augments, collocation access or deployment
requirements) will be between the host and Verizon as specified
in the appropriate tariffs.
- The host will remain responsible for all costs associated
with the collocation (e.g., cage construction, POT Bay installation).
Verizon will not split bill any of the rate elements associated
with the collocation arrangement between the host and its
guest (e.g., recurring square foot charges, power, cable racking).
